Why are Charter School Scores Better than Alpine School District's?

The 50 cent question nobody at ASD is asking is WHY are the charter schools outscoring them? Below is a set of graphs based on the CRT scores ASD touts as being why their programs are working. To the side are scores from the local charter schools. I can only think of two reasons why the charter schools are outperforming ASD.

1) The smarter kids are going into charter schools and fleeing ASD's math program (bad for ASD)
2) The charter schools have better math programs and are outperforming ASD (bad for ASD)

If anyone can think of any way to spin this that shows positively on ASD please contact me. I'm at a loss. What you will find on these graphs, is that under Saxon math and the charter schools, there are few to no students in the lower levels of math scores. CRT 1 is the lowest math mastery level and CRT 4 is the highest. The graphs and values represent the percentage of students that are at each mastery level. All four levels must add up to 100% of the student population. The charters shown only have 2 years of data that I could find so it is comparable to the last two years of ASD's graphs.

Be sure to examine the data tables beneath the graphs because the graphs alone may not reveal to you the stark contrast of differing numbers if you think the graphs look alike. For example, the Math 5 graphs charts are different with ASD's top scale number only going to 60%, but both charters need to go to 100% on the top due to the CRT 4 scores reaching the 80% mark while ASD only reaches 50%.

What does this mean? Nothing statistically significant in a true comparison sense. It's most likely evidence of the first theory above that ASD's top students are being pulled out of the district by frustrated parents who want a more solid curriculum for their children.

P.S. The Charters both use Saxon math for all levels of math.
